I am not sure how you can have a separate (and better) severity rating than those of others in your neighborhood, although I certainly understand that you may have fewer responsibilities. If it is not too personal a question, are you living in an apartment, a condominium, or your own home in the city? If you are living in a rural area with your own well and septic system, I can better understand how you could be somewhat isolated from the problems of others.
During last year's ugly ice-storm experience for example, people above a few stories in apartments, were forced to relocate in less than 24 hours, because of the lack of water for drinking, cooking, washing and toilet operation. They might have had food, been warm enough and had alternative lighting, but without power to pump the water within the apartment buildings, they couldn't stay. (In the bottom 3-4 floors, it might be possible to carry up enough water to remain ... above that, I doubt it)
Then again, if you meant Y2K was a 2 for your neighborhood, please disregard my rambling.
