One possibility is that some cranks recorded the SOS call and played it back at intervals over the years just for the heck of it or to see what reaction might be generated.

Another possibility (though highly unlikely) is that some aliens in outer space received and recorded the signals and had been transferring them back to Earth at intervals overtime for whatever that may be worth to them.
