Those orders were based on the rosy scenario of the administration that the Vietcong would be routed by 1963. The CIA's estimate was for 1965. In mid-1963, the South Vietnamese government was destabilized once again. Go read the article yourself. With or without the assasination, the troops would not likely have been pulled out.
