Hey, it requires taxpayer money to run a war, so how much "Police-Action" should any President be allowed to "defend the interests" of the USA. In the case of Clinton, he has used his leeway to stage "wag-the-dog" warfare to distract the feeble minded public from his misdeeds. Is it a usurpation of congressional power? What do you think?
