Basically, when a new company, Initial Public Offering (IPO), begins trading in the respective market there is a period of time (30 days) at which comments regarding the company's propsects are kept quiet. Most significant here is that analysts can't present buy or sell recommendations on the company. Thus, if the new company is a prospective one--like many of us believe Packeteer is--there is anticipation following the quiet period a buy recommendation will follow. Also, shorting is not allowed--however, this apparently can be circumvented by shorting stocks from offshore.

This condition exists in order to give a new company a fair and reasonable chance at becoming viable.

Perhaps others can add more, but this should at least give you a beginning frame of reference. Fare ye well!
