still below $15 a barrel year-to-date, which is still below our
target.
``The Sept. 22 meeting will focus on compliance to existing
agreements, unity amongst members, and a reconfirmation of
commitments to cuts.
``When oil stockpiles are lowered, and demand grows, and we
have experienced a sustained period of reasonable prices, then we
could consider proposals to alter quotas,' he said.
