Franklin Telecom Tempest Selected for Network
Between Singapore and Malaysia; Tempest Data
Voice Gateways Connect U.S./Singapore/Kuala

WESTLAKE VILLAGE, Calif.--(BUSINESS WIRE)--Aug. 23, 1999-- Franklin
Telecom (AMEX:FCM) Monday announced that Elanet Corp., a Next
Generation Telco based in Southeast Asia, is using Franklin's Tempest(R)
System to establish a link between Singapore, Kuala Lumpur and the United
States.

In addition to functioning as a Next Generation Telco, Elanet is also a reseller
of telephony products and services in the region. The Tempest network that is
being established will serve two functions: it will handle ongoing traffic like any
telco; it will also provide a live demonstration for Elanet's customers of the
Tempest products. These include not only the award-winning Tempest Data
Voice Gateways but Franklin's celebrated AMAS System for authenticating,
tracking and billing calls as well.

Ronald G. Weaver, vice president of worldwide sales, stated, "Southeast Asia
is one of the top three VoIP markets in the world and a strategic target for our
company."

Weaver went on to say: "Elanet Corp., under the leadership of managing
director Mr. Wikie Chiu, is a strong company that has been active in the
Southeast Asia VoIP Telephony and Telecom market for several years. The
company's headquarters are in Singapore with additional offices in Kuala
Lumpur, Malaysia. Plans have been announced recently to open offices in
Manila as well."
