I would expect the AIDS vaccine to make money, initially. Human trials begin later this year. Merck will test two vaccines. I don't believe government can commandeer the US's biotechnology market. If they tried, no one would invest in new products.

For instance, we need new antibiotics NOW. If government tries to control drug companies products, we are unlikely to see new antibiotics on the market.

If the government does not understand this now, they will--SOON-- because more strains of bacteria become resistant to the antibiotics that are now on the market.
