If you read the charts you posted the url's to, the insiders are primarily exercising options and then immediately selling the shares. All of Viterbi's shares are owned in family trusts, so there is a incentive not to hold stocks in a volatile company but to diversify the holdings which are for the benefit of his children and presumably grand-children. Most of these executives have large numbers of options that may be exercised in the future, so that their non-salary "income" is directly and largely tied to stock price increase anyway. Most of the executives do not have the money to hold the stock after exercise; one large sale was in April, 1999--in hindsight a very bad decision. Remember too, many of these individuals have been in Qualcomm for years--far longer than us--and they are just now able to realize a return from their many years of effort and patience.
