I'll show my ingnorance here, but didn't Intel buy the rights to the Alpha as part of their settlement with DEC before DEC was swallowed by the pig?

Intel bought the fab, not the Alpha rights. They have an obligation as a part of that purchase to produce a certain number of Alpha parts but CPQ now seems to be buying most of its Alpha processors from Samsung.

Alpha design and intellectual property remained with CPQ.
