I agree with many of your points about current state of the stock market, however, the action of short sel;ing INTC based on that perception would be hard to justify. Yes, many companies are overvalued and are thriving on a greater fool theory.
But INTC has been a company with good products, good management, good earnings, and good future vision and they strive very hard to make that vision come true by putting resources in appropriate places. I know a lot of companies, who, when they were in INtel's shoes (as INTC stands today) did not care for cost-cutting and responsiveness to the market, INTC does both of these things very seriously.
If you compare companies with equivalent number of shares in the market CSCO, LU (little over 3B) IMO INTC's valuation is better justifiable and I would feel comfortable holding it in a decline because it is most likely to emerge a leader in the next upswing. SHorting a leader based on a few indicators is dangerous to say the least because it is hard to predict where this mania will take the market.
