This knowledge is not so new ... remember the seventies' terrorist attacks, e.g. IRA, (or Red Brigades, or (old-style) PLO in Israel)? Each time something had happened, the same evening news formula: up to now, no group has taken responsibility ... the killed boy was a Catholic .. . Next morning: 'Several Protestantic groups have claimed responsibility. Meanwhile, a retaliatory bomb attack has occurred at a pub in a protestant quarter of Belfast ...'.
In a real civil war situation, and with international monitors removed, you can go on even more crudely. Also, although Germans in principle had exact laws about who was a Jew and who wasn't during the Holocaust, the executive did not feel obliged at all to honor those laws if it occured that a person that should be extinguished happened not to fall under those regulations ...
