I guess you answered your question yourself.
You can't just cancel a project of such magnitude.
When it become clear that it is likely a flop,
you would delay and delay it first, to keep
investors on hope. With $BB in granted stock
options, Intel cannot afford the stock to tank.
Therefore you are keeping promises while working
like crazy on the substitution project McKinley.
IMHO.
