*APEC, WTO, China/Taiwan/USA* <'The key will be the meeting between Chinese President Jiang Zemin and U.S. President Bill Clinton at the Asia Pacific
Economic Cooperation (APEC) summit in New Zealand,' it said.

Jiang and Clinton will meet on the sidelines of the summit of APEC leaders to be held in Auckland on September 11-12.

China, which froze WTO talks with the United States after NATO bombed its embassy in Yugoslavia on May 7, said last
week it still awaited 'concrete actions' from Washington beyond repeated apologies and agreed compensation for victims of
the attack.

The weather is typically beautiful that time of year in Auckland. They are meeting at the War Memorial Museum in Auckland, with a beautiful view over the Waitemata harbour to the north [which is where the sun is in the southern hemisphere]. If they can't come to some agreements here, they won't anywhere. Xena Lawless and Xena Albright will no doubt be around to lend encouragement.

Whether the attack was deliberate or not, it will certainly have shown China that the USA isn't too worried about getting physical with China over Kosovo, Taiwan or trade [IPR protection for example]. If the USA had been worried about China or Russia, they'd have put dirty great big red "DO NOT DISTURB" signs over the embassies on the maps of Belgrade used for targeting. Same as pilots of 747s have over territory they must not fly over [such as where the Korean 747 went over Kamchatka].
