NO, this has nothing to do with the pdQ lic to use Palm OS. QCOM and 3com worked together the last 2 years to develop the InterWorking Function (IWF) which allows the packets that already go over the air in the form of CDMA voice and convert them to packets which are then fed into a 3com router for sending over the internet.

What 3com did was to provide alot of the expertise and the equipment for this to make true packet interface possible for all the infrastrucure systems. It is a tribute to the hard work that 3com did to make this possible, since they did it in much, much less time than others were quoting to get this service out into the system.

3com and QCOM have been partners for at least 2 years now and the partnership is very good between them. I think they create value for each other and will continue to do so for awhile.
