Saying Israeli stocks don't move is a useless generalization. It's like saying stocks beginning with "O" don't move.

CHKP, GILTF, DSP, and many other Israeli stocks have enjoyed nice moves during the past year.

The fact is, ORCT shares are in pretty strong hands right now. The slow decline on low volume indicates there are some impatient investors out there. When the stock makes a nice move, it is on good volume which means institutions are buying.

Once we get rid of all of the weak hands the stock should see a nice move. Note that other DSL equipment stocks such as AWRE, PAIR, and WSTL have also had some rough sledding in recent weeks.
