[Teligent Issues Statement On Spectrum Allocation by German Telecom Regulator]

VIENNA, Va.--(BUSINESS WIRE)--Aug. 25, 1999--Teligent today issued the following statement regarding the decision by the German Telecommunications Regulatory Authority to allocate Teligent 26 GHz spectrum in 36 German markets with a combined population of 11 million.

The statement should be attributed to Richard J. Hanna, President of Teligent International.

"The German regulator's decision to allocate spectrum to Teligent in 36 markets throughout Germany represents a strong endorsement of Teligent's ability to deliver the full benefits of competitive local communications services - greater choice, more savings and improved service - to German customers.

"We are very pleased that the regulator recognized the robust capabilities of Teligent's broadband networks by giving us the opportunity to offer a broad range of services, including advanced ISDN voice and high-speed data services, to the German market. The allocations announced today will enable Teligent to serve customers in areas surrounding Berlin, Dusseldorf, Frankfurt, Hamburg, Munich and other major markets.

"Teligent will work to effectively deliver the advantages of our SmartWave(TM) networks - big savings, big service and big bandwidth to Germany's local communications markets. As one of the most technologically advanced nations in the world and the largest telecommunications market in Europe, Germany represents a major opportunity for Teligent."
