That's assuming there is still a civil court system remaining universally...

for it to continue, unabatted, there must be:

....electricity
....telecom
....water delivery systems
....oil flow for utilities
....heavy industry to transport the oil, coal to utilities, gas pumps
....no martial law (then its only criminal/military cases)
....no mass civil unrest
....banking stays up
....stock market stays up
....court system able to bank monies/collect fees
....mail delivery system functional

that's for starters...

...come to think of it, perhaps you will prove your point in your post...very little y2k litigation! but, based on totally different criteria!!!!
