data traffic on CDMa uses the same traffic channel that voice uses. SMS uses the paging channel, which is the one in which they send your telephone the signal to tell you that someone is calling you and that they want to setup a traffic channel. This channle has limited data capability and the studies found that in other system that offer this, they had some overlaoding problems, so the CDMa carriers decided a long time ago not to offer this. If the IWF gets setup, you can just as easily setup an instant message by sending a single packet across.
