what you are thinking is called video on demand. it is provided by a service called Tele-TV, which is going to be launched by several phone companies including PacTell and Bell Atlantic NYNEX. it will require digital video set-top boxes (these are not the same analog boxes people get from the cable company). And, you are right, zenith is one of the manufacturer of digital set-top box.

in regards to Tele-TV.
the leader in providing Tele-TV system is Thomson Electronics. and the leader in developing video systems (from encoder to set-top box decoder) is DiviCom, who license its set-top designs to vendors such as zenith. Divicom was recently acquired by C-Cube Microsystem.

to answer the second part of your question. No, you won't need memory for this device. this service is provided by sending digitally compressed video data from cable companies or telcos, and simultaneously decompressing it on your set-top box using decoders. this is one of the benefits of digital video's full-motion, real-time feature. check out the thread on C-Cube microsystem on silicon investor for more info on how digital video works. or visit (www.c-cube.com) for first hand info.
