US Steel has been underperforming for quite some time. It is coming close to the BRL and it looks to be basing. The problem is the RS is negative and the momentum is negative but, if it moves to 31 it breaks a double top and 32 breaks the BRL. At that point you would want to buy on a pullback and check the RS.
