I'm thinking that some countries when evaluating CDMA vs GSM/GPRS could opt for the one that does instant messages... little things like that can influence decisions, as irrational as it may seem.

Reading your message has me wondering if I understand the issues correctly.

I thought the rules, at least in Europe, were as follows:

If you bid for 3G spectrum and win, you have no choice but to implement UMTS(CDMA if/once passed). If you opt for GPRS/EDGE you can not bid for 3G spectrum. You can only play in the currently allocated 2G space. I believe this is because Edge is only 85% IMT2000 compliant, and never submitted to the ITU for this reason.

Is this not correct, anyone?
