Part of the this policy was the imposition of strict university admission quotas on the Chinese minority in favor of the Pribumi. One of the interesting un-intended consequences of this policy during the 80s and early 90s was that most students of Chinese descent who could not get in to local universities because of quotas went overseas, got degrees, came back and got jobs with higher salaries than local graduates by virtue of their overseas qualifiactions. I don't know if this is still the case.

However, in defense of the "positive discrimination" policy, it did go some ways to lessen the difference in material wealth between the Chinese and the Malays over the years, thereby lessening the racial tensions. Of course the fact that this policy was severely biased in terms of its benefits for the the ruling [Malay] aristocracy has not gone un-noticed.
