Yeah, the article in New York Times mentions Qualcomm:

.......The first to introduce it was Air Touch, whose Net Access service costs $4.99 per month; it requires the purchase of a $150 Qualcomm Thin Phone or another compatible handset. Air Touch will be offering the service in the next seven months in the 17 states where it operates.
