I think that Intel has mastered the art of testing micros to determine their highest speed with fine granularity. This may sound easy but it's not. Most people over test in order to ensure that they don't ship parts that fail under some rare condition. Intel has so much experience with P6 core and with binning in general that they can now extract every MHz from their chips and not leave anything on the table. This means that top of the line chips won't over clock worth a darn.
