Maybe they recognized that their IT infrastructure was old, even obsolete, and had known Y2K issues. By examining this infrastructure, correcting problems, replacing old hardware and software they not only get the reassurance that they will be able to function in year 2000 and beyond, but that they will also be more efficient and productive. At the same time any competitor that does not take appropriate action will fall by the wayside.

Does it not occur to anyone else that the billions of dollars spent on Y2K are not just to fix the problem, but also to modernize and improve the IT infrastructure? And the resulting side effect of that overhaul may yeild an improvement in the economy.
