The Irish are ethnics, although they have achieved a higher degree of assimilation than some others, and many of them hate WASPS worse than anybody. Plus, he is not quite a liberal, but is a moderate. Remember, this is the guy who worked for the Nixon Administration and caught hell from liberals for suggesting that black family structure might be an important component in inner city pathologies. Finally, although he has spent time in both Cambridge and Washington, he actually is a New Yorker, which helps....
