It takes time to work up the speed curve once a new process is introduced. When Intel introduced the 0.25 micron process with Deschutes, it only started at 333 MHz. Then later came 350 MHz and 400 MHz. Then it took a while before 450 MHz came. All on a single Deschutes core.

It will take a while before the full potential of Coppermine is realized. Process Boy thinks that Coppermine will scale very well in frequency. How high? He isn't saying, at least not publicly ... (heh heh)
