I don't think that Greenspan is going to adjust interest rates with the stock market values as playing a major input to any such decision. Other factors are more important to decide on interest rate levels.

Greenspan does have a legitimate concern on the historically high stock market values. The concern being that a big drop in the stock values would throttle consumer spending and could make a recession much more serious than it would have otherwise been.
