JavaTrader (software from Castle) has best bid/ask from ISLD book built-in separately from Level 2, so you can see order appearance in both. Order displays in ISLD book definitely faster than it does on Level 2, by 1-2 seconds usually. Probably it's caused by routing to the book first and to Level 2 montage from the book. I believe this is the main reason why many face the locking/crossing problem when trying to hit ISLD on fast stock - they are hitting the order that just popped up on Level 2 but in fact already got taken out before Level 2 reflected it.
