I believe you're essentially correct. However, even Deming would say he was constantly improving and learning up until his last days. He also believed monopolies were essentially a good thing. And that no one benefited when a company such as AT&T was forced to brake up. The last 10 years has shown the wisdom of that decision, since it is far more likely the internet would have remained a bastion of government control, had it not been for the freeing of up of our telecommunication systems.

What I believe Deming missed, was the essence that organizations need an "Urgency to Change", for without it, they are far more likely to stagnate and remain as they are. The way most Universities are run today dramatically demonstrates this. Try and change a curriculum, or have open non-hiearchical dialogue around any meaningful change amongst the leaders of Universities. Hidden agenda's will immediately surface, as well as many other barriers to change. That's one of the main reasons leadership in making available on-line campuses will come from small unknown colleges, instead of the large institutional monopolistic ones.

So much of what Deming wrote in relation to systems and the pychology of workers was right on the money. And completely at odds with most of the management/Leadership ideas of the time. Those ideas transformed an entire nation in ruin, and set the stage for America to demonstrated its greatest attribute. That being her ability to unlearn what she had learned in order to continue growing in wealth and influence.
