These "really bad guy(s)" that populate law-enforcement agencies are not there accidentally. It is a time-honored tactic of power-mongers everywhere to hire stupid and violent people to do their dirty work in part so that if it blows up in their faces they can blame it on the "loose cannon" and express amazement and profound regret at the actions of these dangerous individuals. The notion that the agency in question is not responsible is a fiction that is amazingly handy for them. They can simply continue to hire violent people and continue to deny responsibility when necessary. However, the agencies, and ultimately the gov't are responsible and it's our responsibility to try to hold them to that.
