Perhaps I'm mincing words here, but when there is a split the cost basis PER SHARE does go down...I believe this is the meaning of cost basis that the IRS intends. Your cost for your entire holding does not change, of course, but you can see that what is important is the cost per share because you may sell less than all of your shares at a given time.

I think your post essentially says this in your example...it may just be the term "cost basis" that is the issue.
