To be sure, there was some deception going on. But I think XYBR management may be as much a victim as perpetrator. A recent personal experience may best illustrate.

I work for a very large corporation. I was recently dealing with the CEO of a small company who had I product I believed my employer needed. We flew in to visit them and inspect their facilities. We talked in very positive terms about buying a significant quantity of their product. They were very happy. When we got back to our offices, the corporate bureaucracy took over. Meetings were held. Proposals were written. Time dragged on. The CEO called me a few times to ask when he would see a PO. We bought a small amount for evaluation. More meetings. More reports written. Another small quantity purchased...

My point is that XYBR is dealing with companies like mine. And the government is even worse.

The important question at this point is whether they can continue to get enough funding to carry them until the real sales begin.
