I don't believe whatever speed grade Intel announces will be "cherry picked". I know the bin split requirement for Intel to release a speed grade, and it is a significant %. If the bin split % isn't high enough, it isn't released, or it could possibly announced with a qualifier, i.e., "xxx available within x weeks", but even then, the bin split % has to meet a certain criteria.
Intel is a pretty easy read with its announcements and releases. If Intel releases at a speed, it should be available for general delivery.
I'm totally speaking in hypotheticals, SOP's, and my observations relative to history here.
BTW, why would AMD announce a 700, when 650's are nowhere to be found yet? Not saying that your prediction doesn't have merit. Frankly, it wouldn't surprise me. However, this SOP of AMD is killing them relative to their credibility as a supplier, in my opinion. People in the business see right through these phantom releases.
