Here are some alternative counterpoints:

1) inherent robustness of process equipment matures over time. it actually costs significant money if the lions share of the development work relative to a piece of equipment has to be done in-house and on the fly.

2) Many Tier one equipment vendors are just now coming out with their Cu solutions. That means in order for AMD to be on line, they made their tool selections some time ago amongst slim pickings. In contrast, Intel will have a multitude of vendors to evaluate for a whole host of criteria, i.e., cost, process capability, negotiations to get best price, etc.
