Didn't the state of Idaho indict Horiuchi but the feds stepped in, claiming jurisdiction? I don't think he was punished too severely. I heard on the Art Bell show (a somewhat dubious source) that Horiuchi was present at Waco. If that is true it shows that he is held in high regard by his superiors. The question is, is it because he is an expert marksman or that he has shown willingness to fire on a woman holding her baby?
