What if you think it is universally right to impose a universal rule against, oh, say, genocide? Or child prostitution? or slavery? or torture? or imprisonment without trial? There are organizations that are chartered to do those things by seeking legislation and a consensus among the peoples and governments of all nations.

If that's as far as it goes, fine. But say we establish an international body with the power to make such rules and enforce them. Don't you think such a body would be dangerous? Who knows what other rules they'd decide to make and enforce? Don't you think any such body would have to be thoroughly watched, and checked and balanced like crazy?

"Dangerous" and "evil" are not the same thing.
