Tom, generally speaking for the retail amateur(that's you and me); our on-line brokers require a "30 days after IPO date) rule. The MMs(market makers) are able to short from day one cuz that's how they are making their living by long/short their inventories. Then you can alway short against your own long shares(such as professionals and funds, they have the shares in their own names, not "street-held".

I learn that it's an area has guildlines and SEC regulartions but they are reasonable exceptions depend on parties involved.
