As UN peacekeepers are placed on standby

Lusaka - The United Nations has put 90 peacekeepers on standby and another 410 men would be sent to the Congo to assist in disarming the various militia in that country, the EU special envoy Aldo Ajello has said.

Mr. Ajello also welcomed the latest development for all the rebel groups to agree to sign the peace document saying the Union was initially disappointed when the warring sides could not support the peace efforts. He said the implementation of the cease-fire was of paramount importance and the international community was ready to assist including in the reconstruction process of the war torn DR Congo.

Mr. Ajello said the EU had financial resources in millions of dollars which were withheld dating back to the Mobutu regime period and these would be released as long as the democratic process was on. He thanked President Chiluba and other leaders in Africa for their roles in trying to bring about peace in the Congo.

And South African foreign minister Nkosazana Zuma and a delegation from the European Union (EU) were among several other leaders who arrived yesterday to witness today's appending of signatures by Congolese rebels to the peace agreement. Others who arrived last night were Tanzanian deputy minister for foreign affairs and international cooperation Emmanuel Mwambulukutu and Rwandan minister in the office of the president Patrick Mazimaka.

Presidential Affairs Minister Eric Silwamba who was at Lusaka's International Airport to welcome the various delegates said most of them including the rebels were already in the country and only a teams from the Congolese government, Namibian and Ugandan were being awaited. Dr Felix Kani, a Zambian based at the Southern Africa Development Community (SADC) headquarters also arrived to represent the regional grouping.

Mr. Silwamba said soon after the signing ceremony, the political committee would immediately start its work on the implementation process and would set a date for the joint military council (JMC) meeting.
