You are missing the main chain of events here. Janet Reno was new on the scene when Waco was organized. Her role is much like J.Kennedy at the Bay of Pigs, suddenly confronted with a secret mission and a quick decision. The continuity of the plan belongs to the FBI and ATF. You should be discussing Louie Feed (sp) of the FBI.
