Ive seen people do this before. They own restricted shares in a co. that they think might have a big upturn before the restrictions are lifted so they "borrow" nonrestricted shares from investors who are going to hold long term anyhow. In place of the nonrestricted shares the investor is given restricted shares plus whatever interest is agreed upon. The restricted shares are kept in the brokerage house untill(as in this case)the nine months are up. Then the restricted shares are no longer restricted and are given to the original investor. The borrower waits untill the good news or whatever is released propelling the stock price upward and sells the nonrestricted shares before all the restricted shares hit the market driving the price down.
