"The public" just bounced off the "public menace" in your post.

The phenomenon of the drive-by shooting, the spree shooting, the use of large-capacity weapons on randomly selected targets, is relatively new. Inevitably it is going to provoke a public response. The thought scares people, and quite naturally so.

There are fairly obviously some people out there that should not have guns. If the available alternatives are "everybody can have a gun" and "nobody can have a gun", a lot of the scared people out there are going to opt for nobody. The alternative is to present a reasonable plan that assures that everything that can be done to keep weapons out of the hands of loonies will be done. By taking the all-or-nothing stance, gun owners put the non gun-owners in the position of making those plans, which is why they are usually founded on ignorance and ineffective.
