Well, I have seen women just open their shirts and attach baby right on the street, no shawl or even a nursing bra or even a gesture of thought for possible onlookers.

Nobody forces anybody to look on. Breasts are there to feed children; other uses are purely incidental, pleasant though they may be. Anybody who can't grasp and accept that fact needs to take a basic biology class, not complain about the mother's behaviour.

I don't think the mother of a hungry baby should be expected to worry about distracting somebody. If people don't like the system that nature devised for the feeding of babies, the onus should be on them to look away or walk away, not on the mother to indulge their peculiar notions.
