I think the primary cause of any teacher shortage is the refusal of school boards to pay competitive wages. The problem of uncertified teachers is no problem at all. The "teaching establishment" (whoever they are) has no control over who is hired -- only the school boards, who for the most part are locally elected lay people.
Most school systems I know anything about do not have enough money to compete for good quality liberal arts graduates, not to mention any kind of engineer.
