Sherry, you win the prize for the most apt response! There is a legitimate question as to whether the degree of rudeness rises to the level of government regulation, or should be merely left to "social sanction", counting on the reaction of those around one to enforce a standard of decorum. The point of promulgating a regulation, frankly, is that there should be little confusion about the matter. I doubt that it would often be enforced (who is likely to fine a nursing mother, unless she is behaving flamboyantly?), except informally when the hostess says, "I'm sorry, it is illegal to nurse at your table, could I show you to the lounge?"
