There are Japanese cultural and business practice issue which exacerbate the "validity of self-reporting" issue.

Add to that the fact that the Japanese have been incredulous, stubborn and seemingly "stuck on stupid" re: certain y2k remediation issues. We (the West) have known this for some time. The initial debate with them re: the Japanese calendar v. Western calendar issue as it applies to OS was what I call a clue. Reporting consultancies should have been more thorough, vigilant, timely and above all wary when assessing Japanese self-reporting.
