"teaching establishment" (whoever they are) has no control over who is hired -- only the
school boards, who for the most part are locally elected lay people.


If other schools are anything like ours, the school board is a pure rubber stamp -- the teachers are selected by the principals and recommended to the school board which makes the formal appointment. But the board only gets a single candidate recommendation, not a choice. I use to attend most board meetings, my wife is a teacher, and I am personal friends with most of the board members (this is a small community!), so I have a pretty good idea how it works. I understand from board members who go to state wide training that it's basically the same everywhere in Washington. I don't know about other states, but I suspect it's the same most places. I know when I worked in private education, the same practice prevailed.
