Are there a great many of these rescues? More than for, say, snowboarders lost in snow or avalanches? Or rock climbers falling off rocks? Or hikers lost in the wilderness? I seem to be constantly reading about people wandering away from campsites and getting lost. Or pleasure boaters lost at sea, in storms? Or bad swimmers swept out to sea?

Kayaks when used as intended are not really supposed to hurt anything or anybody- hard to same the same thing about guns- unless, again, you confine them to a range. And I ask you, is that what most people want them for? risk/reward again.

And I think people doing dangerous things who require rescue should pay (or, if they are underage their parents should pay). I do not wish to subsidize behavior I do not approve of. I wouldn't outlaw ir but I do not want to pay for it.
