I ran out of editing time... But here's what seems to be happening: Both the old and new sites correctly render accented characters when they're input within that site. But both the new and old site render accented characters incorrectly when entered from the other site. Example (which will take an edit):

New site: ꆑ¤ ¨åÑÑ?
Old site: ?åæñ ??ÐÐ?

I entered the same characters from each site. One line will be different when you look at it. Which line that is depends on which site you're using.

[And I can almost hear the developers say, "Will not fix."]
